HISTORICAL RESEARCH: REQUESTED YEARS 2000-2024 Research snapshot: October 18, 2026 REGULAR ARCHIVE SERIES RECOVERED The current Evansville Granicus listings (archive views 12-16 and upcoming view 3) were searched for meetings dated 2000-01-01 through 2024-12-31. The listings reached back into 2015. The crawl selected 732 hearing, public safety, commissioners and redevelopment meetings, including 91 Hearing Authority entries. It retrieved 2,238 documents/wrappers before content deduplication. Download errors: zero. Available agendas, minutes and relevant linked attachments were retained. Older Word files were decoded and scanned PDF pages were OCRed. A full year of posted documents is still not proof of complete agency case coverage. Hearing Authority meetings found by year: 2015: 2; 2016: 10; 2017: 12; 2018: 11; 2019: 10; 2020: 6; 2021: 8; 2022: 11; 2023: 11; 2024: 10. The 2015 hearing series is partial. The earliest recovered hearing is October 15. In 2022, the archive lists 11 hearing agendas but no hearing minutes. Those agenda listings do not establish final decisions and generally omit detailed case reports. Monthly coverage preserves exact historical body labels, including uppercase and renamed bodies. Published judicial opinion, February 20, 2003: Vanderburgh County Board of Commissioners v. Mundy, 82A04-0209-CV-449. https://law.justia.com/cases/indiana/court-of-appeals/2003/02200306-pdm.html The court describes a May 21, 2002 code-enforcement notice for 1412 Fountain Avenue, requiring vacancy/security and razing/lot clearing by July 10, 2002. A verified passage was saved as a labelled research transcription, because direct HTML download returned 403. This is not the original agency notice. Its source date is the 2003 opinion date. May 21 is a notice date; the order issue date is unknown. Tax-sale statutes discussed in the opinion are not treated as violation citations. 2. Property Maintenance Code Violations Report, June 29, 2009, Benjamin Miller CBO: https://city-countyobserver.com/wp-content/uploads/2009/07/Report-List-of-Violation-River-House.pdf The web-indexed nine-page report identifies River House structures at 119/127 SE First Street and 201/207 SE First Street, AKA 20 Walnut Street, and explicitly cites 15.150.001 et seq. A limited research abstract is included and clearly labelled. Direct download failed at DNS resolution; later web-service access returned 502. Original PDF pages, photographs and complete violation list were not recovered. The three indexed address groups are not verified separate parcels. Findings in this abstract cannot be allocated to individual structures. No raze order inferred. OLDER LINKS IDENTIFIED BUT ORIGINALS NOT RECOVERED 2000 commissioners minutes (search-index text begins January 4, 2000): https://www.evansvillegov.org/egov/documents/beb5a079_89c2_5d69_b2c7_78e19e9aa7e2.pdf 2008 compiled commissioners minutes (646 pages exposed by web research service): https://www.evansvillegov.org/egov/documents/63f6d48c_278c_d9e5_c5ad_a670cacbbc11.pdf The 2008 original returned 404 on direct retrieval across government host aliases; later research-service access returned 403. Neither annual volume is imported as a complete source. Search-index presence does not establish current availability. The current government document center was also inspected by Building Commission, commissioners and Auditor departments and by titles including Hearing, Record Book and Public Safety. It did not expose a recoverable 2000-2014 hearing series. The old commissioners datapitstop homepage remained reachable but exposed no minutes collection in its public navigation. WHAT REMAINS MISSING No complete contemporaneous enforcement series for 2000-2014 was recovered. Most of those years have no source documents in this database. Older case numbers and file/order dates appearing in later hearing packets are retained, but do not fill those annual source gaps. 2002 evidence is documented in a 2003 opinion; annual coverage uses source year, not a guessed hearing date. Recovering the missing series would require another accessible repository or records from the Building Commission/city code enforcement, city clerk/public safety board and county records custodians. No records request has been sent. Useful requested materials would include case indexes, orders/notices, hearing agendas/minutes and inspection/violation schedules for 2000-2014, with addresses, case IDs, order dates, legal sections and dispositions where retained.
